Tribunal de Premiere Instance de Marche en Famenne (Belgium) is dealing with cases involving under aged and young individuals. Mr Yves Scieur, the President of the institution, expert in cases of young offenders, was the General Secretary of The International Jurist Association and has organized a great number of seminars and training sessions on the theme of juvenile deliquency. Mr Scieur was also involved in the first project organized by the Romanian Ministry of Justice  between 1992-1995, a project aiming at changing the penal code articles refering at juvenile deliquency, based on international experience in the field.
