
The project will be carried out during January-October 2009 and aims at promoting and extending the active involvement of the civil society in the democratic process
General objectives:
- Strengthening the human rights protection, as well as the independence and the reform of the judicial system regarding the young offenders by baking the extension of the use of the alternative measures on a larger scale in Bucharest and Baia Mare cities
- Introducing the mediation institution and making it functional within the Romanian judicial system
- The actively involvement of the NGOs in Bucharest and Baia Mare into the implementation of these measures.
An important tool in performing these tasks is the setting up of an institutional network (made up of General Directorates for the Protection of the Child’s Rights, schools, social canteens, churches, houses for old persons and other related institutions), to support the establishment of the free work for the community as an alternative punishment for the young offenders disposed by the judges’ decision
Activities
- organizing a group of reflection and action with the view to setting up a strategy to carry out the alternative measures, through an experiment done at the level of instances in Baia Mare
- an exchange of experience with similar institutions in Belgium in order to know the Belgian system of alternative measures
- producing information materials and brochures on the project and the effectiveness of the alternative measures for dissemination
- implementing a pilot experiment consisting on the performance of the non remunerated activities for the use of the community instead of the sentence to prison, in Baia Mare
- promoting the mediation as away of conflicts’ solving in the phase of criminal pursuance during the criminal process
- the setting up of an institutional network to support the social reintegration of the minor and young offenders
- a raising awareness campaign on the advantages of the use of the alternative measures on the path of social reinsertion of the offenders
