PROJECT OBJECTIVE: Growth opportunities into the community and
the labor market of 4000 prisoners in South Muntenia, Bucharest,
South Eastern, Central, North West.
PROJECT ACTIVITIES:
• Creating 4
social inclusion centers in the Bucharest Ilfov, South Eastern, Central,
North West by
NGOs active in social field
• National Adult Trainig certified
qualification courses for at least 500 prisoners: food worker, operator input,
validation and data processing, crop production worker, worker in structures
for construction, workers in carpentry, hairdressing, animal worker.
• Social and psychological counseling in
preparation for the prison release on various themes: labor market integration,
independent living skills training, vocational guidance for 1200 prisoners
• Informing activities on finding a job for 4000 inmates in nine
prisons. Information campaigns by distributing maps, flyers, posters,
development of a notice board in each prison with available jobs.
• Health education activities particularly in
the consumption of alcohol, drugs, sexually transmitted diseases, personal
hygiene, infectious diseases (tuberculosis) will participate 2000 inmates.
• Activity of committing crime prevention
program by conducting Recto Verso experiments, awareness program effects on the

The extension of the use of the alternative measures – a way to strengthening the participation of the civil society in the democratic process
The project will be carried out during January-October 2009 and aims at promoting and extending the active involvement of the civil society in the democratic process
General objectives:
Strengthening the human
rights protection, as well as the independence and the reform of the
judicial system regarding the young offenders by baking the extension
of the use of the alternative measures on a larger scale in Bucharest
and Baia Mare citiesIntroducing the mediation institution and making it functional within the Romanian judicial systemThe
actively involvement of the NGOs in Bucharest and Baia Mare into the
implementation of these measures. An important tool in performing these
tasks is the setting up of an institutional network (made up of General
Directorates for the Protection of the Child’s Rights, schools, social
canteens, churches, houses for old persons and other related
institutions), to support the establishment of the free work for the
community as an alternative punishment for the young offenders disposed
by the judges’ decision

reflection and action with the view to setting up a strategy to carry
out the alternative measures, through an experiment done at the level
of instances in Baia Marean exchange of experience with similar institutions in Belgium in order to know the Belgian system of alternative measuresproducing information materials and brochures on the project and the effectiveness of the alternative measures for disseminationimplementing
a pilot experiment consisting on the performance of the non remunerated
activities for the use of the community instead of the sentence to
prison, in Baia Marepromoting the mediation as away of conflicts’ solving in the phase of criminal pursuance during the criminal processthe setting up of an institutional network to support the social reintegration of the minor and young offendersa

Civic Education for Social Insertion
The PHARE Project 2006/018-147.01.02
aims at providing training on civic instruction to the children and
young people from the Foster Centers within the General Directorates
and Child Protection (DGASPC) in the districts 5 and 6 of Bucharest,
with the view to turn them into the active and responsible citizens by
the time they leave the Foster Centers. The project is being developed
between January and October 2009.
Objectives:
Raising
by 50% of the civic habits, behaviors and values needed for a
successful integration of the children and young people living in the
foster centers and in the services for juvenile delinquency in the
districts 5 and 6 of the Bucharest, by:
- providing sessions of civic
instruction in order to raise awareness of their own capacities and
self conduct, in the case of the teenagers from the services of
juvenile delinquency and foster centers
- information and prevention training designed to the children and young people in the foster centers
- producing a paper case on the development of civic habits and
behaviors – a study paper for the institutionalized children and young
persons in the foster centers and services of juvenile delinquency
- civic participation within the community; practicing the theories acquired during the educational activities
Improving
by 50% the skills of the trainers and educators in the foster centers
and the DGASPC in the districts 5 and 6 of Bucharest so that they are
able to enhance the civic instruction of the children and teenagers who
have committed criminal deeds, but have not been punished by the
criminal law. This goal can be reached by:
-organizing together with the Vent
Debout Association of an expedition camp, with the aim to decreasing
the delinquent behavior by taking the child or teenager (cases with no
criminal sentence) away from the depraved environment where he lives
and by teaching him to strictly obey the rules and the persons he is
sharing his time with

Projects in prisons
CRED has
been carring out three projects in the prisons, since 2nd May 2008 till
30 April 2009, in the framework of the Phare Project 2006, with the
support of the Ministry of Labour, Family and Chances Equality and the
Intermediate Regional Body for the Sectorial Operational Program for
the Developing the Human Resources:

The Partners in the project are: The
Prison for Minors and Young Persons in Tichilesti, The Prison in
Braila, The Prision in Galati, the Reeducation Center in Gaesti, the
Prison in Ploiesti, the Prison for women in Targusor, the Prison in
Bacau, the Reeducation Center in Targu Ocna, and the Division for
Imprisonment of the National School for Training the prison staff in
Targu Ocna.
The projects aim at increasing the chances for employment for the rroma
people released from these institutions, focusing on endorsing the
social insertion, fighting discrimination and social exclusion, by
measures meant to supporting and completing the national strategies and
employment policies within the regions where they are being carried
out.
The Scope of the Project

Pro complementary measures - methods of defending the human rights in juvenile justice
The scope and the venue of the project:
The project intends to encourage the sentence of the young offenders
involved in criminal cases with complementary measures, pronounced by
the judges in the District Courts in Bucharest, through acknowledging
both the representatives of the judicial system and the community about
the importance of appliance the complementary measures instead of the
jail sentence, as more efficient ways of reducing the backsliding and
facilitating the social reinsertion for the young offenders

To create a reflection and
action group composed by the representatives of the Ministry of
Justice, the Superior Council of Magistracy, Probation Directorate, the
Court of Bucharest, the District Courts of Bucharest, the Prosecutor’s
Office, Police, Directorates of the Child Protection (DPC), NGOs etcTo carry out a participative research on the opinions and attitudes of the community as regards to under age and young offendersTo exchange experience between the experts who are working in the field of justice for under age persons in Romania and BelgiumTo
